Consequences of the war on the Armenia-Azerbaijan border

“At least 7,600 people, including 1,437 children and 99 people with disabilities, were forced to leave their homes in the Gegharkunik, Syunik and Vayots Dzor regions of Armenia after the latest Azerbaijani aggression,” according to the ombudsman’s office regarding the events on September 13-14.

The Office of the Human Rights Defender published an extraordinary report on the consequences of hostilities on the Armenian border. The report presents cases of torture of Armenian prisoners of war, abuse of the bodies of the dead, destruction of civilian infrastructure, and shelling of hospitals, schools and kindergartens.

Human rights advocate Kristine Grigoryan appealed to Human Rights Watch with a request for a mission to study the situation.

Data from the ombudsman’s office on victims, injured and displaced people

The Ombudsman’s report “includes gross violations of human rights recorded during, and as a result of, the attack by the Azerbaijani Armed Forces, war crimes committed thereby, and presents factual evidence thereof, including photo and video materials.”

Here is an excerpt from the report prepared by the ombudsman’s office:

  • “By violating international humanitarian law, the Azerbaijani military deliberately delivered a direct blow to the civilian population and vital civilian infrastructure.
  • On September 14, one civilian (Kh.G., born 1994) died in mine explosion used by the Azerbaijani armed forces in the Noravan community of the Syunik region. Eight civilians were injured.
  • At least 7,600 people were forced to leave their homes in the Gegharkunik, Syunik and Vayots Dzor regions. Some citizens could not be evacuated due to health or disabilities.
  • Due to Azerbaijani aggression people were forced to leave their homes, leaving behind personal belongings, documents, and pets. The normal course of people’s lives was disrupted.
  • In the Sotk community alone, 200 houses were damaged, 50 of which were completely destroyed.
  • The Azerbaijani military also fired on ambulances.
  • They deliberately opened fire on a group of Armenian and foreign journalists (with distinctive PRESS signs). There were no casualties.
  • Children’s rights to life, health, living in a safe and secure environment, and a number of other rights were violated.
  • Children were also deprived of the right to education. Bombing was carried out during the hours of schools and kindergartens. In some cases, schools and kindergartens were directly targeted.
  • The rights of people with disabilities were violated, including the rights to life, security and protection of health, which are the requirements of international humanitarian law and the Geneva Convention.
  • Vital infrastructure facilities were damaged, in particular gas pipelines and high-voltage power lines.
  • The sanatorium of the city of Jermuk was bombed. Apparently, this attack had the intention of damaging its tourist rating.
  • Damage done to the environment: fires broke out in the fields of Ishkhanasar, in the mountains of Vardenis, in the forests of Jermuk.”

The ombudsman’s office reports that the report also cites cases of torture and inhuman, degrading treatment of Armenian soldiers, as well as desecration of the bodies of the dead. These facts are included in sections that are not subject to publication and have already been submitted to “competent international organizations.”

At a meeting of the Armenian government on September 16, nothing was discussed except for Azerbaijan’s invasion of sovereign Armenian territory.

“Psychological support is equally important”

According to human rights defender Kristine Grigoryan, in the course of studying the situation they met with employees of state institutions who “took an inventory of needs”. She believes, however, that government agencies are not giving due attention to psychological support. In this regard, the ombudsman’s office is “actively working to mobilize a team of psychologists.”

“We often focus on physical infrastructure, but the psychological state of people is much more important for a quick recovery,” she said.

“Information about prisoners is transferred to the Red Cross”

After the September hostilities new Armenian prisoners appeared in Azerbaijan. The Ombudsman says that according to information provided by their relatives and the work done by the defender’s office, sixteen soldiers have been identified.

“We immediately sent information to the Red Cross, and shared our data with the office of the representative of Armenia on international legal issues, so that he could apply to the European Court of Human Rights for urgent action,” Grigoryan said.

According to the Ombudsman, the data on the number of prisoners can change rapidly, as new videos and evidence appear. She adds that “we cannot be sure of the provision of medical care to those who are injured.”

In recent days Azerbaijani social media users have been sharing a video showing how a wounded Armenian soldier, David Gishyan, is being treated. His body was among the bodies of 32 soldiers returned to Baku after the ceasefire. Armenian human rights activists claim that there is factual evidence that David Gishyan was killed whilst in captivity.

Late evening on September 8, official confirmation was received that Azerbaijan had returned the prisoners. The National Security Service of Armenia published their names.

“Established contact with an Azerbaijani colleague”

According to Kristine Grigoryan, flooded with information on human rights abuses she contacted the Commissioner for Human Rights of Azerbaijan:

“I presented the disturbing facts and asked for a conversation, a discussion, some communication. I still have not received an answer.”

“The allegeations of cruelty were transferred to the competent authorities”

Kristine Grigoryan also talked about the photos and videos showing the torture of an Armenian prisoner of war and abuse of her body, which were distributed on social networks.

“The video, commented on by medical professionals, has already been sent to the relevant commissions and working groups of the UN and the Council of Europe. And I will consistently work in this direction, ensuring that it is properly assessed,” said the human rights defender.

The Ombudsman called on journalists and social media users to remove such videos from their publications and pages and not to help “Azerbaijani propaganda of hatred.”

“A female soldier and members of her family have the right not to be a target, respect for their inalienable right to protect their dignity,” a message distributed by the ombudsman’s office reads.

The Ombudsman vows that the actions of the Azerbaijani armed forces and the grisly consequences of the war on the Armenia-Azerbaijan border are being documented, analyzed and presented to international organizations. The same materials were submitted for investigation to the law enforcement agencies of Armenia.

I have always said that the Azerbaijani people would never put up with this. I always said that if the issue were not resolved peacefully, then we would resolve it by military means. We did just that.

“Azerbaijan does not want more pretend-negotiations with Armenia,” Leyla Abdullayeva said.

“This is also, perhaps, a unique case in military history – despite the 30-year occupation of our lands, the suffering of our citizens, the destruction of historical and religious monuments, cities, the placement of more than a million mines, we offered peace. But once again they were convinced that Armenia does not want peace, it sticks with revanchist ideas.

We proposed to start the process of delimitation. Armenia dragged it out for more than a year. Today, even if such a process begins, it will be purely formal, no substantive negotiations are being held, no discussions on maps are being held.

We have prepared all the maps – both the maps of the 20th century and the maps of the previous period. Delimitation work should be carried out according to these maps.

The President of Azerbaijan also touched upon the fighting that took place on the border between Azerbaijan and Armenia on September 13-14.

“Armenians living in Karabakh will have neither special status, nor independence, nor any special privileges,” Aliyev said.

The positions we have taken along the border allow us to anticipate any Armenian provocation and take appropriate measures. We occupy favorable positions on the Azerbaijani-Armenian border from Mount Murovdag up to the Araz River. These positions give us both a military advantage and opportunities for visual control over a vast area, including important communication lines, and we are already deployed in these regions. For thirty years we have not been on these borders.

After the end of the second Karabakh war, we reached the borders. If Armenia is trying to accuse us of having invaded its territory, then this is without any grounds. First, if the border was where they say, then they would lay the border, create border lines, communications, and carry out engineering work. They believed that the whole of Karabakh and Zangezur would remain with them. That is why they did not do any work on the Azerbaijani-Armenian border.

That is, without carrying out the delimitation of our border, no one will be able to say where it comes from. I want to say again that we are ready for discussions and take a responsible approach to the work of the delimitation commissions – the Azerbaijani-Armenian commissions. I want to say again that we have all the maps, including those from the 19th and 20th centuries, these maps openly show who is on what land. Therefore without a delimitation, no one can accuse us.”

Azerbaijan marks Commemoration Day

Today is the Commemoration Day of heroic martyrs of Azerbaijan who sacrificed their lives in the Patriotic War, which was started in order to prevent military provocations and military activity of Armenia against Azerbaijan and to ensure the safety of the civilian population, Report informs.

In this regard, the central and local executive power authorities will organize a number of events across the country, as well as commemoration ceremonies will be held abroad.

As last year, our martyrs will be commemorated with deep respect in religious temples – mosques, churches, and synagogues operating in Azerbaijan, prayers will be said for the souls of the heroes of the Motherland who died for the territorial integrity of Azerbaijan.

At 12:00, a moment of silence will be observed in memory of fallen soldiers.

Upon the decree of the President of Azerbaijan, Ilham Aliyev, dated December 2, 2020, every year, September 27 is marked as Commemoration Day in Azerbaijan as a sign of deep respect for Azerbaijani soldiers and officers, all Azerbaijani martyrs who fought heroically in the Patriotic War and sacrificed their lives for the territorial integrity of Azerbaijan.

Two years have passed since the beginning of the Patriotic War, Report informs.

On September 27, 2020, the brave Azerbaijani Army under the leadership of Supreme Commander-in-Chief Ilham Aliyev launched counter-offensive operations along the entire front in order to prevent military provocations and combat activity of the Armenian armed forces and ensure the safety of the civilian population.

On September 27, 2020, a counter-offensive was launched in response to Armenia's yet another large-scale military attack on Azerbaijani Army positions and civilian settlements. The counter-offensive later became known as Operation Iron Fist, which led to the Patriotic War.

During the 44-day Patriotic War, the President of the Republic of Azerbaijan, Supreme Commander-in-Chief Ilham Aliyev regularly addressed the people. Those addresses brought the people of Azerbaijan even closer together, united them like a fist, and had a tremendous impact on the course and outcomes of the war. Every appeal was a harbinger of further victories.

In his first address to the people during the Patriotic War on September 27, 2020, the President of Azerbaijan led the nation to believe in a resolute victory.

President Ilham Aliyev addressed the people for the second time on October 4, the third time on October 9, the fourth time on October 17, the fifth time on October 20, and the sixth time on October 26. The good news was heard in every address of the head of state to the people. That is why Azerbaijanis all over the world eagerly waited and listened to the head of state's address.

On the first day of the fighting, along with several villages, the Murovdag peak, one of the Azerbaijan Army's strategic points, was liberated from enemy occupation, which led to a further increase of great joy and enthusiasm both among the personnel and the people. The daily achievements on the battlefield during the 44-day war gave impetus to further victories. Thus, on October 3, the Azerbaijani Army had already shaken the enemy's positions in the northern direction of the front by liberating Talish and Sugovushan settlements. At the same time, the sound of good news was heard on the southern front, where the fighting continued in parallel. Of course, the Supreme Commander-in-Chief of the Armed Forces, President Ilham Aliyev, delivered all the good news to the people of Azerbaijan.

On October 4, the Supreme Commander-in-Chief's announcement about the liberation of Jabrayil indicated that serious progress had been made in the southern direction of the front. In the first ten days of October, releasing some residential areas from the enemy had already caused great panic in the Armenian army. The enemy, in a great fright, tried to save his life only by running away from the battlefield. The Azerbaijani Army was busy chasing away the enemy and liberating our lands.

The liberation of Hadrut settlement on October 9 and Fuzuli city on October 17 dealt a blow to the enemy. As a result of the victories gained on the 21st day of the war, Armenia's political and military leadership realized its defeat. Of course, there was no going back. But the fighting continued more fiercely, and every day the Commander-in-Chief gave orders, the new good news was heard along the entire front. With the liberation of the Khudafarin settlement on October 18, the Azerbaijani Army restored another historical justice on the southern front. Only two days later, President Ilham Aliyev brought the good news to the people, which made all Zangilan residents happy. Thus, on October 20, the city of Zangilan was freed from enemy occupation. A day later – on October 21, the Minjivan settlement was also freed. With the liberation of the Aghband settlement of Zangilan district on October 22, the 132-kilometer section of the Azerbaijan-Iran state border occupied by the Armenian Armed Forces for many years was taken under full control.

It was already a few days before the end of October. The Azerbaijani Army had to fully fulfill the assigned tasks and liberate all the occupied lands. Thus, on October 25, the city of Gubadli was freed from occupation. This victory, like the other victories achieved, was met with enthusiasm both among the personnel and the people. The fighting continues, the Azerbaijani military has already liberated a large part of the occupied lands. The next target was the city of Shusha. The President said that without Shusha, our work would be incomplete. Thus, on November 8, the President of Azerbaijan Ilham Aliyev, in his address to the people from the Alley of Martyrs, announced that the city of Shusha was freed from occupation. With the liberation of Shusha, the enemy was forced to kneel before the Azerbaijani Army. After Shusha's transfer to Azerbaijan's control, Armenia came to terms with its defeat and was forced to sign the act of capitulation. The battles for Shusha were one of the most successful operations in the Patriotic War, which resulted in the victory of the Azerbaijani Army.

One day after the liberation of Shusha, more than 70 other settlements were liberated. The enemy was brought to its knees and had no choice but to sign an act of capitulation.

On November 10, 2020, the act of Armenia's capitulation, the "Statement of the President of the Republic of Azerbaijan, Prime Minister of the Republic of Armenia and President of the Russian Federation", was signed.

Thus, under the leadership of President Ilham Aliyev, Azerbaijan showed its strength and might to the whole world both on the battlefield and in the political arena. During the Patriotic War, the head of state drew a line on the information front of Armenia with his interviews with the world's leading media organizations. President Ilham Aliyev has become the herald of Azerbaijan's truth worldwide with his address to the people, tweets, and about 30 interviews he gave during this period.

On the same day, in his eighth address to the nation, Ilham Aliyev announced that his phrase "Karabakh is Azerbaijan and an exclamation mark", which had become a national slogan, already covered the whole of Karabakh and put an end to the Armenia-Azerbaijan conflict.

As a result of a continuation of the military victory in the political arena, within 20 days after the 44-day war, three districts were returned to Azerbaijan – Aghdam on November 20, Kalbajar on November 25, and Lachin on December 1, 2020. In this regard, the President of Azerbaijan said in an address to the nation on December 1 that Aghdam, Kalbajar, and Lachin have been returned without firing a single shot or a single person becoming a martyr.

Thus, Azerbaijan's lands that were gradually occupied by Armenian military units over the course of four years and remained under occupation for about 30 years were liberated in a matter of 44 days, regardless of strong military fortifications, obstacles, and lines of defense. The territorial integrity of the Republic of Azerbaijan has been restored, and the Armenia-Azerbaijan conflict has been consigned to history.

Azerbaijan won a brilliant victory in the Patriotic War, defeated Armenia, and put an end to the occupation. Every single day of these 44 days was a glorious history for Azerbaijan. The people of Azerbaijan and the state cherish the bright memory of the heroic sons who perished for the Motherland, always remember them with the utmost respect, appreciate the hard work of the wounded war veterans, and are proud of them. Some of the equipment seized from the Armenian army was displayed in a military parade in Baku on December 10, 2020, and is also exhibited in the Military Trophy Park, which opened in Baku in April 2021.

Restoration and reconstruction works are continuing in the already liberated areas, and all infrastructures are being rebuilt. New cities, villages, and settlements are built. The return to the liberated territories has begun. The visits of Azerbaijanis to their native lands and ancestral lands are easily ensured. Of course, from time to time, the owners of all liberated territories will return to their homelands. At the same time, it should be emphasized that Armenia still lives with revanchist ideas and does not want peace. Therefore, Armenia was once again taught a hard lesson in the recent border battles. This time it was also brought to their attention that the iron fist was in place and ready to crush the enemy's head at any moment in order to prevent any provocation. At the same time, Azerbaijan has always supported peace worldwide and in the region. The state of Azerbaijan openly demonstrates this position to the whole world. The peace proposal he presented for the normalization of relations with Armenia after the Patriotic War is a clear example of Azerbaijan's position.
