Facebook to remove deepfake videos in runup to 2020 US election

Facebook Inc (FB.O) said it will remove deepfakes and other manipulated videos from its platform if they have been edited, but not content that is parody or satire, in a move aimed at curbing misinformation ahead of the U.S. presidential election, AzVision.az reports citing Reuters.

The social media giant would also remove misleading media if it was a result of technologies like AI that "merges, replaces or superimposes content on to a video, making it appear to be authentic", it said in a blogpost here dated Jan.6.

Last year, Facebook refused to remove a heavily edited video that attempted to make U.S. House Speaker Nancy Pelosi seem incoherent by slurring her speech and making it appear like she was repeatedly stumbling over her words.

“This policy does not extend to content that is parody or satire, or video that has been edited solely to omit or change the order of words,” Facebook said.

The company did not respond immediately to questions about how it would determine what was parody or whether it would remove the Pelosi video under the new policy.

Facebook has been criticized over its content policies by politicians from across the spectrum. Democrats have blasted the company for refusing to fact-check political advertisements, while Republicans have accused it of discriminating against conservative views, a charge that it has denied.

In the run-up to the U.S. presidential election in November 2020, social platforms have been under pressure to tackle the threat of deepfakes, which use artificial intelligence to create hyper-realistic videos where a person appears to say or do something they did not.

About 50 new buses to be brought for Baku settlements

The construction of some houses in settlements nearby roads has created some difficulties in the road infrastructure lately.

After the ninth month of this year, we are going to provide gradually the settlements with buses in accordance with their size and speed of rotation since 12-meter buses can not move on the roads of some settlements.

ABC.AZ reports that the statement was made by Vusal Kerimli, Baku Transport Agency’s chairman of the board, when answering the question of President Ilham Aliyev whether there are any problems with bus transport in the Baku settlements.

Agency’s chair noted that 115 out of the 415 buses to be bought this year have already been ordered and 300 ones will be put up for tender: "We’ve provided both 8 m and 9 m buses, so that they are safer for traffic in suburbs and towns, and correspond to their path. At the same time, it is expected that in March bus carriers will also bring about 50 buses. These buses are planned to be produced on the line in the direction of settlements. We are developing projects on the road infrastructure of settlements in cooperation with the State Motor Road Agency. Work in this direction will also be completed."

WHO reports 92 cases of humantohuman coronavirus cases outside China

There have been 92 cases of human-to-human spread of the coronavirus in 12 countries outside China but the World Health Organization does not have the data to make comparisons with China, WHO chief Tedros Adhanom Ghebreyesus said on Tuesday, Reuters reports.

He said the WHO had not seen sustained local transmission except in specific cases, such as on the Diamond Princess cruise ship quarantined in Japan.

China has reported 72,528 cases to WHO including 1,850 deaths as of Tuesday morning, Tedros said.

Azerbaijan Russia to strengthen cooperation in ensuring flight safety

A delegation of the State Air Traffic Management Corporation of the Russian Federation (State ATM Corporation) led by Director General Igor Moiseenko has visited Baku, AzerTag reports.

Meeting of the Russian delegation with Director of “Azeraeronavigation” Air Traffic Control Department (AZANS) Farhan Guliyev was held within the framework of the visit. A Memorandum was signed by the heads of ATC “Azeraeronavigation” and State ATM Corporation to expand bilateral cooperation and implement joint projects.

At the meeting, the parties noted the growth in air transportation volumes in recent years and in this regard, the provision of safe and high-quality air navigation services is an important area of cooperation between the two organizations.

The signing of the Memorandum will contribute to the joint activities of national air navigation services providers in the development and implementation of modern technologies to solve the problems of air traffic organization.

“This Memorandum is a prime example of mutual support in the field of ensuring flight safety and improving the quality of air navigation services. It also allows flexibility of implementation of international requirements in the field of efficient use of airspace,” Farhan Guliyev noted.

It should be noted that close cooperation and experience exchange with neighboring countries play an important role in the implementation of the strategic goal of ATC "Azeronavigation" to harmonize and integrate with the global air navigation system through continuous technical and technological development.

“We welcome the expansion of cooperation with our Azerbaijani colleagues. This approach will allow us to jointly and effectively address those global and local challenges that arise in the light of increasing air traffic,” Igor Moiseenko noted.

“Azeraeronavigation” Air Traffic Control Department (AZANS) provides safety of flights in the Republic of Azerbaijan's airspace. During the daily period, AZANS supports more than 500 flights, 300 of which are transit flights over Azerbaijan.

State Air Traffic Management Corporation of the Russian Federation (State ATM Corporation) was established by the resolution of the Government of the Russian Federation to ensure safety and regularity of civil aviation flights, to form a unified system of air traffic management.
