Nagorno-Karabakh conflict

Peace deal between Armenia and Azerbaijan include Russian Peacekeepers

According to the Armenian Prime Minister, he made a decision based on the analysis of the military situation and the assessment of the military.

YEREVAN, November 10 – Sputnik. Armenian Prime Minister Nikol Pashinyan said that he signed a statement with the presidents of Russia and Azerbaijan on the cessation of hostilities in Nagorno-Karabakh at 01:00.”I made a difficult, extremely difficult decision for myself and for all of us. I signed a statement with the presidents of Russia and Azerbaijan to end the Karabakh war at 01:00. The text of the already published statement is unspeakably painful for me personally and for our people,” he writes on your Facebook.

The prime minister noted that he made this decision as a result of an in-depth analysis of the military situation and assessment of people who know it best. Also based on the belief that this is the best possible solution to the current situation. He promises to tell about all this in detail in the coming days.

“This is not a victory, but there will be no defeat until you admit that you are a loser. We will never admit that we are a loser, and this should be the beginning of our era of national unity and revival,” he notes.

According to him, now you need to analyze the years of independence in order to plan your future and not repeat the mistakes of the past.

“I bow my knees before all our martyrs. I bow before all our soldiers, officers, generals, volunteers who defended and defend the Motherland with their lives. They selflessly saved the Armenians of Artsakh. We fought to the end. And we will win. Artsakh holds on.” he writes.

We give the text of the Statement without changes and abbreviations:

“We, the President of the Republic of Azerbaijan I. G. Aliyev, the Prime Minister of the Republic of Armenia N. V. Pashinyan and the President of the Russian Federation V. V. Putin, declared the following:

1. A complete ceasefire and all hostilities in the zone of the Nagorno-Karabakh conflict are announced from 00:00 hours Moscow time on November 10, 2020. The Republic of Azerbaijan
and the Republic of Armenia, hereinafter referred to as the Parties, stop at their positions.
2. The Agdam region and the territories held by the Armenian Party in the Gazakh region of the Republic of Azerbaijan shall be returned to the Azerbaijan Party until November 20, 2020.
3. Along the line of contact in Nagorno-Karabakh and along the Lachin corridor, a peacekeeping contingent of the Russian Federation is deployed in the amount of 1,960 servicemen with small arms, 90 armored personnel carriers, 380 units of automobile and special equipment.
4. The peacekeeping contingent of the Russian Federation is being deployed in parallel with the withdrawal of the Armenian armed forces. The duration of the stay of the peacekeeping contingent of the Russian Federation is 5 years with automatic extension for the next 5-year periods, if none of the Parties declares 6 months before the expiration of the period of intention to terminate the application of this provision.
5. In order to increase the effectiveness of control over the implementation of the agreements by the Parties to the conflict, a peacekeeping center is being deployed to control the ceasefire.
6. The Republic of Armenia will return the Kelbajar region to the Republic of Azerbaijan by November 15, 2020, and the Lachin region by December 1, 2020, leaving behind the Lachin corridor (5 km wide), which will ensure the connection of Nagorno-Karabakh with Armenia and at the same time not will affect the city of Shusha.
By agreement of the Parties, in the next three years, a plan for the construction of a new traffic route along the Lachin corridor, providing communication between Stepanakert and Armenia, with the subsequent redeployment of the Russian peacekeeping contingent to protect this route will be determined.
The Republic of Azerbaijan guarantees the safety of traffic along the Lachin corridor of citizens, vehicles and goods in both directions.
7. Internally displaced persons and refugees are returning to the territory of Nagorno-Karabakh and adjacent areas under the control of the Office of the United Nations High Commissioner for Refugees.
8. There is an exchange of prisoners of war and other detained persons and bodies of the dead.
9. All economic and transport links in the region are unblocked. The Republic of Armenia provides transport links between the western regions of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic in order to organize the unimpeded movement of citizens, vehicles and goods in both directions. Control over transport communication is carried out by the bodies of the Border Service of the FSB of Russia.

By agreement of the Parties, construction of new transport communications linking the Nakhichevan Autonomous Republic with the western regions of Azerbaijan will be provided. “

The press secretary of the Armenian Defense Minister Shushan Stepanyan informed a little earlier that the Azerbaijani Armed Forces inflict rocket and artillery strikes on all the main areas of the front line in Nagorno-Karabakh, massively use drones, shelling peaceful settlements, civilian infrastructure and even civilian vehicles. “The enemy is using artillery along the entire front line, preparing to strike in the direction of Martuni-Red Bazaar,” the message says. It was noted that the units of the NKR Defense Army control the operational-tactical situation, taking appropriate measures to control the further development of the situation.
