President Ilham Aliyev’s state visit to Kyrgyzstan on 30–31 July marked a significant shift not only in relations between Baku and Bishkek, but also in Azerbaijan’s broader engagement with Central Asia. The agreements reached in Cholpon-Ata demonstrated that cooperation previously based largely on historical, cultural and political affinity is increasingly being transformed into a structured alliance supported by investment, transport, energy and security mechanisms.

The central political outcome was the signing of the Treaty on Allied Relations between Azerbaijan and Kyrgyzstan. The document elevated bilateral ties to their highest formal level and was accompanied by the decision of the third meeting of the Azerbaijan-Kyrgyzstan Interstate Council. President Aliyev described allied relations as a major responsibility and said the two countries were prepared to support each other on international platforms, in trade and economic cooperation, and in strengthening security.
The use of the term “alliance” should not necessarily be interpreted as the creation of a new military bloc. The available official statements instead point to closer political coordination, mutual diplomatic support, expanded economic cooperation and a higher level of engagement in security-related areas. Nevertheless, the treaty carries considerable political weight. It institutionalises the trust that has developed between the two governments and provides a long-term foundation for cooperation that is less dependent on individual projects or temporary circumstances.
The treaty was supported by a broad package of sectoral agreements. Azerbaijan and Kyrgyzstan signed documents covering international road transport, freight transportation, shipping, shipbuilding, petroleum product supplies, cybersecurity, financial market regulation, statistics and cooperation between AzerGold and Kyrgyzaltyn. The two sides also adopted an energy cooperation roadmap for 2026–2028 and a roadmap for implementing their wider cooperation programme through 2029.
This package indicates that Baku and Bishkek are attempting to build a multidimensional partnership rather than limit their relations to political declarations and cultural diplomacy. Transport and energy occupy a particularly important place because they connect the bilateral agenda with the wider transformation of Eurasian trade routes.
Kyrgyzstan is a landlocked country whose access to major international markets depends on the infrastructure and political stability of neighbouring states. Azerbaijan, in turn, has established itself as a key transport link between Central Asia, the South Caucasus, Türkiye and Europe. It possesses ports, railways, highways and energy infrastructure that can connect Central Asian economies with markets west of the Caspian Sea.
Kyrgyz President Sadyr Japarov specifically highlighted Azerbaijan’s role as a major link in the Middle Corridor connecting Central Asia with European markets. The two leaders also discussed the more effective use of their countries’ transit potential and possible joint projects in the energy sector.

The significance of this cooperation is likely to grow as Central Asian states seek to diversify their foreign trade routes. Traditional northbound routes through Russia and eastbound routes through China will remain important, but the Trans-Caspian direction provides an additional option. For Kyrgyzstan, integration into this system will depend on its connections with Uzbekistan and Kazakhstan, as well as the development of regional railway and road infrastructure.
Azerbaijan is therefore not offering Kyrgyzstan an alternative intended to replace its existing partners. It is offering an additional gateway. This distinction is important. Baku’s growing presence in Central Asia is based less on geopolitical confrontation than on connectivity, investment and the creation of supplementary routes that reduce dependence on any single direction.
Another major outcome of the visit was the decision to double the capital of the Azerbaijan-Kyrgyzstan Development Fund from $100 million to $200 million. According to Japarov, three joint projects were inaugurated within the framework of the fund, while the implementation of another eight initiatives was launched. Aliyev stated that the new capital level might not be the limit, noting that the fund was already financing enterprises, creating jobs and giving practical substance to economic cooperation.
The fund is perhaps the most important instrument for turning political closeness into measurable economic results. Bilateral trade remains below the full potential of the two countries, partly because of geographical distance and the absence of direct land connections. A dedicated investment mechanism can help overcome some of these limitations by supporting joint enterprises, manufacturing, services, agriculture, tourism and logistics projects inside Kyrgyzstan.
The inauguration of the Baku Resort & Spa hotel on the shores of Lake Issyk-Kul offered the most visible example of this investment-based approach. Constructed under an intergovernmental investment agreement signed in 2023, the five-star complex covers more than 17 hectares and includes 111 rooms and 10 cottages, with capacity for up to 330 guests. It is initially expected to create 255 jobs.

The project is significant beyond its commercial value. Its opening was attended not only by the Azerbaijani and Kyrgyz leaders but also by the presidents of Kazakhstan, Uzbekistan, Tajikistan and Turkmenistan. The ceremony effectively presented Azerbaijan’s investment presence in Kyrgyzstan to the entire Central Asian leadership.
The hotel also demonstrates the type of soft power Azerbaijan is developing in the region. Rather than relying solely on official rhetoric about shared Turkic identity, Baku is financing highly visible infrastructure, supporting employment and contributing to the development of one of Kyrgyzstan’s most important tourism regions.
At the same time, the humanitarian dimension remains an essential pillar of the relationship. Kyrgyzstan contributed to the reconstruction of Azerbaijan’s liberated territories by building the Manas school in the Aghdam district. Azerbaijan has honoured the legacy of prominent Kyrgyz writer Chingiz Aitmatov by opening a park and erecting a monument in Baku.
The countries have also held reciprocal culture days and established sister-city ties between Shusha and Cholpon-Ata, Gabala and Karakol, and Ganja and Osh.
These initiatives give bilateral relations a public and social dimension. Governments may sign treaties, but lasting alliances also require symbols that are recognisable to wider society. Schools, parks, monuments, cultural events and city partnerships help turn political cooperation into a relationship between communities and future generations.
The wider regional context, however, was arguably the most important aspect of Aliyev’s visit. In Cholpon-Ata, the Azerbaijani president participated in the informal meeting of the heads of state of Azerbaijan and Central Asian countries. It was his first participation in the consultative format as a full member following the decision taken by the Central Asian leaders in Uzbekistan in 2025.
Aliyev noted that since the beginning of 2023 he had visited Central Asian countries 16 times, while Central Asian leaders had made 26 visits to Azerbaijan. He argued that the intensity of these contacts showed that Azerbaijan and Central Asia had effectively become a single geopolitical and geoeconomic space. The Cholpon-Ata meeting concluded with the signing of a joint declaration.
This formulation reflects a major evolution in Azerbaijan’s foreign policy. For many years, Baku’s engagement with Central Asia was conducted mainly through bilateral relations, the Organization of Turkic States and energy or transportation projects. Full participation in the Central Asian consultative mechanism gives Azerbaijan a more permanent place in the region’s internal political dialogue.
Azerbaijan remains geographically part of the South Caucasus, but geography alone no longer defines the limits of regional cooperation. The Caspian Sea serves not only as a dividing line but also as a bridge linking Azerbaijan with Kazakhstan and Turkmenistan. Shared linguistic and cultural roots further connect Baku with the Turkic states of the region, while transport and energy interests extend cooperation to Tajikistan as well.
Azerbaijan’s inclusion also adds a western dimension to the Central Asian format. Through Azerbaijan, the region gains closer access to the South Caucasus, Türkiye, the Black Sea and European markets. For Baku, closer integration with Central Asia strengthens its role as a Caspian transport hub and increases the strategic relevance of its ports, railways and energy infrastructure.
The outcome of Aliyev’s visit should therefore be viewed on two interconnected levels. On the bilateral level, Azerbaijan and Kyrgyzstan formalised allied relations, expanded their investment fund and created new mechanisms for cooperation in transport, energy, cybersecurity and business. On the regional level, Azerbaijan consolidated its position as part of an emerging Central Asia–South Caucasus geopolitical and geoeconomic space.
The success of this model will ultimately depend on implementation. Treaties and roadmaps will have limited value unless they produce new enterprises, regular transport services, higher trade volumes and sustainable investment. Yet the institutional foundation established in Cholpon-Ata is considerably stronger than the largely symbolic relationship that existed between the two countries in the past.
The visit demonstrated that Azerbaijan no longer approaches Central Asia merely as a culturally close neighbourhood. It sees the region as one of the central directions of its foreign and economic policy. Kyrgyzstan, for its part, has gained an allied partner capable of providing investment, access to western transport routes and support on international platforms.
What emerged at Issyk-Kul was therefore more than another expression of friendship between two Turkic states. It was an attempt to convert political trust into infrastructure, capital and regional connectivity. In this developing configuration, Azerbaijan is positioning itself as one of the main bridges linking Central Asia with the South Caucasus and the wider European space.
