Vlasiuk said about 60% of the package consists of Ukrainian proposals.
In particular, the EU has included the Design Bureau of Special Machine Building, based in the city of Kurgan, in the sanctions package.
It is a leading Russian company specializing in designing, developing, and modernizing light and medium armored vehicles. It has been under Ukrainian sanctions since September.
According to Vlasiuk, the EU is imposing sanctions on individuals and companies involved in Russia’s defense industry.
“The core of the package is the missile program and the electronic component base: electronics, capacitors, resistors and semiconductors,” the presidential commissioner said.
He also added that the restrictions would apply to manufacturers and suppliers of materials, including those used for machine tools, Lancet drones and ballistic weapons.
“There is electronic warfare, shipbuilding, and explosives. They also threw in repair plants, chemical companies, garment factories and traders,” Vlasiuk noted.
European Union ambassadors approved the 22nd package of sanctions against Russia on October 7. The package is expected to be formally adopted by mid-October.
The EU approved its 21st package of sanctions against Russia in July 2026. The restrictions targeted key sectors of the Russian economy, including finance and energy. Pressure on Russia’s “shadow fleet” was also increased.
