According to a Security Council report, the two permanent member states had opposed the draft when the text of the resolution was presented in late August, expressing their opposition to the so-called “snapback mechanism” for international sanctions against Iran, Al Jazeera reported.

Created by the 2015 Iran nuclear deal known as the Joint Comprehensive Plan of Action (JCPOA), the mechanism allows any original participant to invoke the clause if they believe Iran is in major breach of the pact.
Russia and China argued the snapback was invalid and that the JCPOA and resolution 2231 expired late last year.
