The proposed amendments to Lithuania’s Civil Code would require a person’s consent before their voice could be reproduced, published or otherwise used, Anadolu Agency reported.
The safeguards would cover recordings of a person’s actual voice, as well as imitations and AI-generated voices capable of identifying them.

Parody and satire would be exempt from the proposed rules, provided they did not mislead the public about a recording’s authenticity or violate a person’s honour, dignity, professional reputation or privacy.
Conservative lawmaker Vytautas Kernagis, one of the proposal’s authors, said advances in artificial intelligence were making it increasingly difficult to distinguish genuine recordings from AI-generated imitations, raising the risk of disinformation and fraud, according to LRT.
The Lithuanian government said it would assess whether existing national legislation provides sufficient protection for people’s voices and digital likenesses.
