Workers have begun installing concrete blocks around Moscow Thermal Power Plant No. 8 on Volgogradsky Prospekt, RBC Ukraine reported.
Footage shared online showed workers placing the concrete structures around the critical infrastructure facility. According to information circulating on social media, the barriers are intended to provide a foundation for anti-drone nets designed to protect the plant from potential attacks.

The fortification work began shortly after a major drone attack on Moscow overnight on Sept. 20.
Moscow Mayor Sergey Sobyanin described the attack as the largest against the capital to date and said Russian air defenses had shot down 450 drones approaching the city.
Russian authorities said air defenses had intercepted the majority of the drones, but several reportedly reached targets in and around Moscow. Among the sites hit were the Gazprom Neft Moscow Oil Refinery in the Kapotnya district, a warehouse complex in Sofyino and a thermal power plant in the city of Dzerzhinsky.
Footage of fires at several locations in Moscow circulated online following the attack. Ukraine confirmed a strike on the Moscow Oil Refinery, one of Russia’s largest oil-processing facilities, where a fire was reported.
Ukrainian President Volodymyr Zelenskyy said the operation involved several types of domestically developed drones, including FP-1, RZ-100, MICH-2000, Palyanytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen and Pelican.
Russian authorities also faced criticism over the lack of public warnings during the attack. RBC-Ukraine reported that residents were not alerted through sirens or SMS messages.
Analysts at the Institute for the Study of War said the absence of warnings may have been linked to concerns about reducing voter turnout during Russia’s State Duma elections. That assessment has not been independently established as the reason for the lack of alerts.
