Speaking alongside U.S. Secretary of State Marco Rubio at the State Department, Alliana praised the deepening strategic partnership between Washington and Asunción as the two countries signed a Memorandum of Understanding on Strategic Civil Nuclear Cooperation.
“All agreements like this and others that I hope will happen in the future will begin to create real concrete progress,” Alliana said, emphasizing the importance of turning the relationship into an enduring institutional partnership.

He said the goal was to ensure that bilateral ties could withstand changes in government rather than depend on individual administrations.
“We’re looking for is to create a relationship that not only continues to grow, but is part of something permanent,” Alliana said.
Alliana also highlighted cooperation between the two countries on security, trade and investment, saying the partnership extends beyond bilateral issues to regional and global cooperation.
He praised Rubio’s role in strengthening the relationship, saying that U.S. foreign policy under Rubio’s leadership had helped the two countries develop “a shared vision.”
Alliana said that if the two countries could maintain the pace of cooperation seen over the previous 18 months, the partnership could reach a historic turning point.
“If we can achieve in the next year and a half what we have achieved together in the last year and a half,” he said, “I believe that the relationship between the United States and Paraguay will change forever in an extraordinary way.”
The comments came as Washington and Asunción formalized their strategic civil nuclear cooperation, an agreement both sides presented as another step in the broader expansion of bilateral ties.
