Chernihiv Regional State Administration head Viacheslav Chaus said emergency crews had extinguished a fire at the building following the attack, RBC Ukraine reported.
Among those injured were a 12-year-old child and a 17-year-old girl. The teenager and an elderly woman were hospitalized, with the woman reported to be in serious condition. The other 18 injured people received medical treatment as outpatients.

Ukrainian police bomb disposal experts believe the drone used in the attack was a Geran-5, Chaus said.
The strike occurred in broad daylight in the center of Chernihiv, according to the regional administration. Emergency responders, medical workers and psychologists were deployed following the attack to assist residents.
Images released after the strike showed damage to the residential building, including shattered windows and affected sections of the structure.
The attack came earlier on Monday after Russian forces struck Chernihiv with a drone, hitting a residential high-rise in the city center. Local officials and correspondents later reported extensive damage to the building.
The latest strike adds to a series of Russian drone attacks on Ukrainian cities as the war continues.
