The Kstovo refinery, also known as Lukoil-Nizhny Novgorodnefteorgsintez, was hit in an attack that damaged a critical part of the facility, according to Ukraine’s military intelligence and Ukrainian officials, RBC Ukraine reported.
The refinery is one of Russia’s largest oil-processing facilities, with an annual crude-oil processing capacity of about 17 million metric tons. By processing volume, it ranks among the country’s four largest refineries.

Ukraine’s intelligence service said the refinery’s AVT-6 processing unit, a key component of its operations, has been taken offline following the strike.
Images cited by Ukrainian sources show construction cranes operating near the burned-out unit, suggesting that Russian authorities are working to repair the damage.
The attack comes amid a broader Ukrainian campaign targeting Russia’s fuel and energy infrastructure. Ukrainian authorities have repeatedly said that strikes on oil-processing facilities are aimed at disrupting Russia’s ability to supply fuel to its military and economy.
Ukraine’s General Staff also recently confirmed a strike on the Slavneft-YANOS refinery in Russia’s Yaroslavl region, another major oil-processing facility.
Ukrainian officials have reported that repeated attacks have forced primary processing units at several Russian refineries to temporarily shut down, affecting domestic fuel production.
Russia has not provided an immediate independent assessment of the reported damage to the Kstovo refinery.
