ICE officer Mario Alberto Morales was charged in connection with the October 10 incident involving Miguel Parra Hernandez, according to an indictment cited by several US news outlets, Reuters reported.
The district attorney’s office said in a statement published on its website that a grand jury had issued an indictment related to the incident. Authorities also released 911 recordings, dashcam footage and other videos.

One video appears to show two men running through a parking lot before a large SUV accelerates toward one of them. The man is then seen on the ground, screaming in pain. In another recording, a person can be heard saying that the man had been hit by a car.
The released 911 recordings include a call from a man identifying himself as Officer Mario Morales with Immigration. He requests an ambulance and says officers had been following the man to pull him over.
According to the recording, Morales said the man had exited his vehicle and that, as Morales tried to maneuver around him, the man struck his car.
The Harris County District Attorney’s Office did not immediately respond to a request for comment, while ICE could not immediately be reached. In a statement to The Associated Press, the agency described the allegations as reckless and false.
Parra Hernandez remains in custody and is recovering from injuries that include a broken leg, according to reports by The New York Times, AP and other media outlets.
The case comes as local officials investigate the killing of another man, Lorenzo Salgado Araujo, by a US agent in Houston earlier this year. The incident has unsettled the city’s longstanding Latino community in the East End and prompted protests.
President Donald Trump has expanded ICE operations as part of his administration’s broader immigration crackdown, a central pledge of his presidential campaign. Immigration policy has also become a key issue in midterm election campaigns, including in Texas, amid polling suggesting that some voters are dissatisfied with Trump’s handling of the issue.
