The Colonization and Wall Resistance Commission said the two tenders cover land in the Oranit settlement, located in the Qalqilya governorate, Anadolu Agency reported.
The 91 units are divided across seven compounds. The first tender covers four compounds with 86 multi-story housing units, while the second includes three compounds with five low-rise units.

Bidding is scheduled to open on Nov. 16 and close on Dec. 29.
The commission also said Israel had revised the schedule for Tender No. 460/2025, linked to the E1 settlement project east of Jerusalem, near the Ma’ale Adumim settlement.
The project covers 2,167 settlement units. Under the revised timetable, bidding and the publication of detailed tender documents have been postponed to Dec. 1, while the deadline for submitting bids has been extended to Dec. 28.
Several Arab, Muslim and Western countries have recently opposed Israeli efforts to advance the E1 project, warning that it could undermine prospects for a two-state solution.
The proposal envisages the establishment of an independent Palestinian state alongside Israel, in line with the framework supported by UN resolutions.
Israeli military operations and settler violence against Palestinians and their property in the occupied West Bank, including East Jerusalem, have escalated since the start of Israel’s war on Gaza in October 2023.
Reported incidents have included killings, arrests, home demolitions, property destruction, the bulldozing of agricultural land, displacement and settlement expansion.
Palestinians warn that such measures could pave the way for Israel to formally annex the occupied West Bank and further undermine prospects for an independent Palestinian state.
