Oleh Kiper, head of the Odesa Regional Military Administration, said the strike hit the building on the afternoon of October 18. A fire broke out at the site following the attack, RBC Ukraine reported.
Two people were reported injured, including a child under the age of 14, according to Kiper.

The strike came as the wider Odesa region faced emergency power outages following Russian attacks on energy infrastructure earlier in the day.
Approximately 24,100 households in the Bilhorod-Dnistrovskyi, Izmail and Bolhrad districts were without electricity, regional authorities reported. Officials said the damage to power equipment was extensive and repairs would take time.
The extent of the damage to the residential building and the full impact of the attack were still being assessed.
